JCPenney Building Redevelopment

In July 2022, Renew Moline accepted a donation of property from the Riverstone Group, for the specific purpose of redeveloping the property and using it to create a positive economic use and infuse new energy into the eastern part of 5th Avenue.  Renew’s objective is a catalytic project that will fulfill some of the goals for residential development identified by the City’s 2016 Moving Moline Forward plan and in the Urban Land Institute Advisory Panel Report published in July 2021.  Phase I would redevelop the JCPenney building with 32 market rate residential units with leased ground floor space.  The project would add new landscaping along 17th Street, and bike racks on 5th Avenue.
