The first phase of the Riverbend Commons development, The Mills, now The Waterfront Apartments Quad Cities, intended to support the new Western Illinois campus and students. The project consisted of 82 living suites. Over a period of about 8 years, the city purchased this riverfront property; tore down the existing industrial warehouse space of nearly 1 million square feet; remediated the site; and made improvements, which not only raised the riverfront site out of the 100 years flood plain but also allowed for the construction of water and sewer mains and a new all-weather road as well as the installation of streetscape lighting.
