Amtrak / Moline Multi-Modal Facility



PROJECT OVERVIEW

Rail service has long been envisioned for Centre Station in downtown Moline to create a regional transit hub connecting to Chicago. Expanding upon the vision presented in the Moline Centre Master Plan Update (November 2001), the Quad Cities TOD + Intermodal Plan (July 2009) details the needed upgrades to Centre Station to accommodate Amtrak and commuter rail service in the short and long term. The Preferred Option presented in the plan recommends constructing a full station to accommodate the projected intermodal space needs through 2030 with an overhead walkway connection to Centre Station. The TOD Plan proved to be an effective funding tool for the Chicago to Iowa City Passenger Rail application to the Federal Rail Administration (FRA) for ARRA funding. The Quad Cities station in Moline was allocated over $7 million in the application—more than three times the amount of any other station on the route.


The expansion of Centre Station has much broader implications than just accommodating rail service. The City of Moline and Renew Moline have been working aggressively to leverage the Amtrak station into a major public-private transit-oriented development (TOD) project. The TOD development will relocate or retain nearly 1,100 jobs with Fortune 500 companies in downtown Moline. Currently, a local developer is assembling a project team and working through a pro forma to develop a class A office building for a specific anchor tenant adjacent to the intermodal site.

SCHEDULES

- Partnered with MetroLINK and the City to manage the Quad Cities TOD + Intermodal Plan completed in July 2009.
- Provided information and continues for advocate for the Chicago to Iowa City Passenger Rail application to the FRA.
- Facilitated initial development agreement negotiations between City and developer for TOD project.

2010 OUTLOOK:

- Funding announcement from FRA on rail application expected in Spring 2010.
- Execute development agreement between the City and developer for TOD project.
- Begin master plan for station and surrounding TOD in early 2010 with completion by year end.
- Continue to pursue funding opportunities to close the gap between the TOD Plan cost estimate and potential FRA funds for station improvements.
